  13.     Curious...a friend and I had a conversation the other day; we had both
  14.     noticed several trains carrying military vehicles (tanks, APCs, etc.) --
  15.     I guess the strangeness of it is twofold: 1) the volume of equipment being
  16.     moved, and 2) the fact that neither of us had ever noticed such movements
  17.     in this area in the past. Also, we'd both seen camoflaged trucks, etc.
  18.     driving around the countryside in the last few months (yes, I consider
  19.     US Route 50 near Wheatland, Indiana to be the "countryside" ...). We
  20.     speculated for a few minutes, then thought no more about it...

  22.     He sent me a FAX yesterday. I've typed in the bulk of it. The main
  23.     story is concerning sightings of military vehicles all over the country.
  24.     The second (which I didn't type in) concerns the fact that the machinery
  25.     is now in place for Klinton to assume dictatorial powers, since the
  26.     signing of recent Executive Orders. Among others, on May 5 he signed
  27.     Presidential Decision Directive 25 (PDD-25), which deals with placing
  28.     U.S. troops under UN command. Further, on June 9, the House of
  29.     Representatives rejected by 237-185 a motion to place restrictions on the
  30.     ability of a president to relinquish sovereign control over U.S. troops to
  31.     a foreign national acting directly on behalf of the United Nations. Email

  47.     You haven't been seeing things. There have been a number of strange
  48.     military-related maneuvers around the country lately. blurb|

  50.                            EXCLUSIVE TO THE SPOTLIGHT

  53.     The SPOTLIGHT has obtained irrefutable evidence that hundreds -- perhaps
  54.     thousands -- of foreign military vehicles and armor are in the United
  55.     States, including vehicles intended for use by the UN.
  56.  
  57.     At the same time, President Bill Clinton has signed new Executive Orders,
  58.     giving wide-ranging new powers to the UN to command U.S. military forces
  59.     and delegating new powers to the National Security Council and the
  60.     office of National Security Adviser to the President, a post currently
  61.     held by Anthony Lake.
  62.  
  63.     Hundreds of railroad flatcars bearing Russian military vehicles and
  64.     armor and some UN vehicles and armor have been spotted in several
  65.     states, including Montana, Colorado and Wyoming in the West and
  66.     Pennsylvania in the East.

  68.     in addition, in Mississippi, hundreds of Russian-built vehicles,
  69.     obtained from what was formerly East Germany and apparently being
  70.     refurbished for the UN, are located in a massive depot. many of the
  71.     vehicles were designed for chemical and biological warfare purposes.

  73.     PHOTOS OBTAINED
  74.  
  75.     The SPOTLIGHT has obtained photographs of railroad flatcars filled with
  76.     Russian and UN trucks and armor spotted in the Western states, along
  77.     with others taken of the massive depot in Mississippi.
  78.  
  79.     The SPOTLIGHT has also obtained copies of bills of lading for Russian
  80.     vehicles obtained for UN purposes from what was formerly East Germany,
  81.     which have been shipped to the united States, landing at Gulfport dock
  82.     facilities in Mississippi and driven to the depot, located three miles
  83.     south of Saucier,

  86.     and 45 miles north of Biloxi, along Mississippi Highway 49.

  88.     The depot is surrounded with a chain-link fence, topped with barbed
  89.     wire, and guard dogs are reported to be used to protect the area from
  90.     intruders.

  92.     A videotape taken of the area and obtained by The SPOTLIGHT shows dozens
  93.     of the vehicles, including several chemical and biological warfare
  94.     decontamination trucks that have been painted white, presumably for UN
  95.     use.
  96.  
  97.     The bill of lading, indicating that the vehicles were obtained through a
  98.     West German firm operating under the name of *Beesch Merkator*, lists
  99.     dozens of Russian-built military trucks intended for UN purposes.
  100.  
  101.     The vehicles include several varieties of Russian ZIL-131 heavy trucks,
  102.     including some listed to be of the ARS-14 type, which are chemical and
  103.     biological warfare decontamination vehicles, and two varieties of
  104.     ZIL-157 heavy trucks.

  106.     OTHERS AT DEPOT
  107.  
  108.     However, photographs obtained by The SPOTLIGHT of the truck depot near
  109.     Saucier also include other Russian-built trucks, including some of what
  110.     appear to be the MAZ-500 series.
  111.  
  112.     A detailed report has been obtained that confirms a large road about 35
  113.     (or 85 -- I can't tell from the FAX) feet in width, has been built to
  114.     connect the truck depot with the Stennis NASA Space Center, located
  115.     about 20 miles southeast of the depot near the Mississippi-Louisiana
  116.     border.

  118.     There have also been reports that the vehicles are being shipped by
  119.     barges on the Pearl River, which runs along the border of the two
  120.     states, north to some unknown destination.

  122.     Late last March, a train with 100 flatbed cars bearing Russian-type
  123.     jeeps, trucks and U.S. armored personnel carriers, some painted white
  124.     with UN markings on their sides, were seen and photographed at a
  125.     railroad crossing at Rye Gate, Montana, about 10 miles north of
  126.     interstate Route 12, south of the easternmost section of the Lewis and
  127.     Clark National Forest, and about 60 miles northeast of Bozeman.

  129.     RUSSIAN ARMOR
  130.  
  131.     On the train were Russian BMP-40 armored cars, loaded four to a flatcar.
  132.     The BMP-40 was designed for urban warfare and as a rapid-assault
  133.     offensive vehicle. Protruding from the vehicles' turrets could be seen
  134.     short-barreled 75 millimeter cannons. The Soviets also equipped the
  135.     vehicles with Sagger anti-tank missiles. The armored cars are built for
  136.     amphibious use.

  138.     Also on the train were Russian UAZ-469B light, jeep-like vehicles, what
  139.     appear to be more ZIL-131 trucks and KamAZ 5320 Russian trucks.

  141.     Some of the flatcars were loaded with American-built M113 armored
  142.     personnel carriers, some of which were painted white and bore the
  143.     letters "UN" on the sides.

  145.     On May 29 at about 6 pm, a long train of 100 flat cars loaded with tanks
  146.     and armored vehicles, some of which were believed to be of foreign
  147.     manufacture, was spotted heading from the northeast toward the west
  148.     along horseshoe Curve at Altoona, Pennsylvania.
  149.  
  150.     Then, on May 31 at about 2 am, what may have been the same train was
  151.     seen by an Air Force police officer returning to Malstrom Air Force Base
  152.     at Great Falls, Montana, while he was driving through Wheatland,
  153.     Wyoming, about 60 miles north of Cheyenne.

  155.     TRAINS GUARDED

  157.     At the crossing in Wheatland, according to the airman, three trains were
  158.     stopped, two heading north and one heading south, to allow an eastbound
  159.     train to pass.
  160.  
  161.     While the three trains, all of which carried military vehicles, were
  162.     stopped, they were guarded, according to the airman, by soldiers in
  163.     black field uniforms. The three trains were carrying what he said were
  164.     armored vehicles, some of which attracted his attention because they
  165.     were painted white. Due to the darkness, he could not identify the
  166.     vehicles as to type or origin.

  168.     Two days later, what was thought to have been one of the northbound
  169.     trains was spotted on a siding at Sun Prarie, north of Great Falls,
  170.     Montana.

  172.     Another reported sighting of a long train loaded with military vehicles
  173.     was reported in Colorado at about the same time.
  174.  
  175.     Meanwhile, five train-loads of armored vehicles have been reported to
  176.     have arrived at Fort Chafee, Arkansas, where observers have spotted
  177.     large stockpiles of barbed wire and the recent arrival of some 5,000
  178.     mattresses.

  180.     Sources estimate that there are currently from 2,000 to 3,000 armored
  181.     vehicles at Fort Chafee.

  183.     After thousands of supposed Cuban refugees were allowed into the United
  184.     States by President Jimmy Carter in 1978, many who were found to be
  185.     mental patients and criminals were confined at Fort Chafee, which is,
  186.     along with Fort Indiantown Gap, Pennsylvania, and Fort Drum, New York,
  187.     among locations that have been secretly selected as detention centers
  188.     for dissidents during some future declared "national emergency,"
  189.     according to persistent rumors.
